Is it correct, that both startDateUtc and startTimeUtc are needed?
Why can’t I just specify startDateUtc as "2022-03-01T03:33:33Z"?

yes, currently the date and time components are separated so you need both startDateUtc and startTimeUtc to specify the start of a time entry. Same applies to the end with endDateUtc and endTimeUtc.
We are aware of this early design decision and evaluate internally how we can improve this in the future. However, because there are many other feature/improvement topics on our plates, there won’t be any changes here in the near future.
